The Verkhovna Rada removed the city of Shchastya from subordination to Lugansk
Kyiv, October 07 (PolitNavigator, Mikhail Ryabov) – The Verkhovna Rada on Tuesday adopted a resolution that changes the boundaries of the districts of the Lugansk region. Some of them were partially occupied by pro-Russian militia; Kyiv does not have the ability to pay pensions there, and therefore will temporarily reassign the territories to the treasuries of other regions.
This is how speaker Alexander Turchinov explained the reasons for making the decision.

Thus, in accordance with the approved resolution, the city of Shchastya, control over which Ukraine retains, was removed from the territory falling under the competence of the Lugansk City Council and included in the Novoaidarivsky district.
Ukrainian legislators emphasized that Shchastya, located just 24 km from Lugansk, is of great strategic importance - the Lugansk Thermal Power Plant is located here (part of Rinat Akhmetov’s DTEK).
Similar decisions on reassignment were made in relation to a number of villages in the vicinity of Lugansk.
