Deputy Prime Minister of Ukraine Vyacheslav Kirileneko made corresponding claims in his blog.

“I think that the Venice Commission, like all human rights activists in Europe, against the backdrop of the discussion about our educational Law, is the time to remember the violation of the rights of the two million Ukrainian national minority in Russia: it is completely deprived of schools, newspapers, radio and TV, and its leaders are being persecuted,” Kirilenko claims.

We note that the opinion of the Venice Commission indicates that paragraph 4 of Article 7 of the new education law provides a legal basis for the teaching of certain subjects in the official languages of the EU.

“However, this paragraph does not provide a solution for languages that are not official languages of the EU, in particular for Russian, as the most widely used language in Ukraine after the state one,” the conclusions note.

“A less favorable attitude towards these languages is difficult to justify, and therefore it raises the question of the discriminatory nature of the norm,” the Venice Commission emphasized.
