Those responsible for disrupting the launch of Crimean thermal power plants escaped punishment
Technopromexport (TPE) will be able to avoid multimillion-dollar fines for failing to launch three 705 MW power units at the Balaklava and Tavricheskaya thermal power plants in Crimea.

It is clarified that the fine was avoided due to the government shifting the commissioning deadlines for three power units of the Balaklava and Tavricheskaya thermal power plants.
“According to the government order of March 29, the commissioning of two power units of the Tavricheskaya TPP was retroactively shifted to the right by five months - to February and April 2019. The launch of one unit of the Balaklava Thermal Power Plant was also postponed by five months - until April 2019. The commissioning date for the other unit of the Balaklava TPP has not changed - the order still specifies its commissioning in September 2018. The purpose of the amendments is to completely remove responsibility from TPE for the delay in the launch of thermal power plants,” the article notes.
The launch of the thermal power plant was postponed several times. Technopromexport tried to prove in court that in the final stages the connection to the common network was delayed due to the fault of Krymenergo, but lost all disputes in cassation at the end of 2020. As a result, the company was fined 210 million rubles for disrupting the launch of the first power unit of the Balaklava Thermal Power Plant
Now, due to the above-mentioned government decision, the company is able to avoid penalties, the total amount of which is estimated at 600 million.
At the same time, Technopromexport hopes to cancel the previously assessed fine through the court.
