Sberbank depositors were left without money - the oligarchs have all the good stuff
The State Duma has once again frozen the payment of debts to depositors of Sberbank of the USSR. The corresponding decision was made at a parliamentary meeting, a PolitNavigator correspondent reports.
According to deputy, member of the United Russia faction Alexei Izotov, the country does not have the money to pay off its debts, which today amount to about 50 trillion rubles.
“Our federal budget from year to year is about 20 trillion rubles. But we had these events with the pandemic, and for 2020 we are adjusting the revenue side from 20,5 trillion rubles to 17,9 trillion rubles. At the same time, our expenses will increase from 19,7 trillion rubles to 22,6 trillion rubles. That is, we see a significant part of the budget deficit.
The budget that we are adopting for the next three years is also, unfortunately, in deficit. Thus, today it is, in principle, impossible to pay from the federal budget such funds that exceed its revenue part only by 2,5 times. Any payments will lead to the fact that vulnerable segments of the population will be under attack...
There is an opinion to pay from the National Welfare Fund, which today amounts to more than 13 trillion rubles; we formed it together with the Reserve Fund starting in 2014. But let me remind you that at that time oil prices were 100-150 dollars per barrel, and in the coming years, and maybe decades, we will need to forget about this price level. Therefore, the source of repayment in the coming years, the National Welfare Fund, also remains in question,” Izotov said.
The deputies who spoke behind him proposed their own version of finding the necessary funds. To do this, according to Valentin Shurchanov, a member of the Communist Party faction, the oligarchs need to be “shocked”:
“The State Duma has been suspending this law since 2003. Now we are going through the suspension until 2024. But at the same time, this is people's money. People have lost all hope that it is possible to somehow restore the contributions and savings they legally gave to the Sberbank system.
It turns out that in the end, over all these years, they have stolen or taken away from the people, and given it all to the oligarchs. Nothing was lost anywhere, nothing evaporated anywhere - it’s just that all the people’s money became the property of the oligarchs, who today, as they have already correctly said, pay the least taxes, and ultimately receive benefits all the time, the government supports them,” Shurchanov was indignant .
A member of A Just Russia, Valery Hartung, also proposed depriving oligarchs and financial monopolists of benefits in order to find the funds necessary to pay off debts:
“Does the state have such capabilities or not? Of course not right away. But it was possible to adopt our draft law, according to which we proposed to return approximately 5% of this amount every year. This is a little more than one trillion rubles...
Let's look at whether it's feasible or not? In our country, if we allocate one trillion rubles each to fulfill this state obligation to citizens, then today there are about 14 trillion rubles in the National Welfare Fund. There is money. That is, one out of 14 can be taken away every year and given back.
Further, if you say that we have little income, then you will cancel the benefits for the oligarchs on yachts and planes, you will stop giving out the benefits that last month you distributed to the raw materials oligarchs worth hundreds of billions of rubles. Here's some more money for you.
Cancel VAT refunds to exporters of raw materials - that’s another 2-3 trillion a year. Prohibit procurement from interdependent parties without tenders and auctions - here's another five trillion rubles a year. Here is the money. It’s just that they won’t be stolen, but will be returned to those from whom they were taken,” says Hartung.
