The head of the health department, Yuri Voskanyan, who delivered a report, gave a brief overview of the situation. According to him, 88 tenants in 14 municipal medical institutions rent 8 square meters of space.
“All lease agreements were extended until 2015-2017. 18% are private pharmacies and office premises, 63% are private medical centers within the structure of state medical institutions,” Voskanyan said.
According to him, city healthcare is experiencing a catastrophic shortage of space for placing equipment.

“You are on the city's property funds. Who, when, why and why rented the premises to you, I don’t want to find out. But this is the property of the city. Look for premises in other places and develop,” Menyailo delivered an ultimatum.

We, residents of Sevastopol, having our own city council, applied on a legal basis, and we were assigned a rent. We performed, and now we have come to a situation where you say: “we need it.” But we invested money,” said one of the tenants.
Some suggested that the authorities provide in return another premises from those available in the Communal Property Fund.
“There is a federal law, Article 12, which guarantees the preservation of all those legal relations that have arisen in the state of Ukraine and the recognition of these relations. On the territory of the Republic of Crimea and the federal city of Sevastopol, documents are valid, including those confirming civil status, education, property rights, and use rights,” said another tenant.
The speaker allowed himself a harsh statement: “If this issue is not resolved constructively, with all due respect to you, you will run into problems with execution. Because it will be difficult for the court to uphold your decision. It will be cancelled. Try to do so that you are not ashamed of your decision.”
However, Menyailo was adamant. He noted that each lease agreement will be reviewed by a special commission, and within a month, private owners must vacate the rented premises in medical institutions.
