Simferopol, July 25 (Navigator, Evgeniy Andreev) - Primorsky Park - one of the favorite recreation areas of Alushta residents and resort guests - has turned into a construction site. In place of the relict trees, they are now planning to build another high-rise building here.

According to the agreement concluded with the Alushta City Council back in 2005, the publication recalls, the official developer was the limited liability company Alliance-Alushta. The LLC was supposed to locate a recreational complex in the park, and therefore received a land plot for lease for a period of 25 years.

Instead, according to local residents, the developer began to build an elite high-rise building. Moreover, at first they talked about thirteen floors, and then it was decided to build seventeen.

According to a KT source close to the Alushta City Council, in the same 2005, the decision to conclude a land lease agreement between local authorities and Alliance-Alushta LLC was actively lobbied by the then secretary of the Alushta City Council, Mikhail Krasnenkov. According to rumors, with Krasnenkov’s help, several important clauses were dropped from the lease agreement, which stated the mandatory preservation of all trees growing on the leased area, as well as the possible unilateral termination of the agreement.

It is noteworthy, the publication notes, that the current deputy of the Alushta City Council, Mikhail Krasnenkov, was elected secretary in 2005 precisely under the decision to conclude a lease agreement with the LLC.

In June 2005, Krasnenkov became secretary of the City Council, and in August of the same year, Primorsky Park was given to the developer.

According to KT’s source, today the entire park area of ​​the city could be completely protected from (unplanned) construction, if not for one thing.

In 2006-2007, a moratorium was adopted in Alushta on the allocation of land plots for the placement of objects in parks, squares and public green areas. However, in 2012, on the initiative of a certain citizen Sergei Bashkin, the Economic Court of the Autonomous Republic of Crimea overturned the decision on the moratorium. Allegedly, this ban prevented Bashkin from fully using the plot that was once leased to him, thus
violating his rights. However, Bashkin’s leased plot was not in a park area and the moratorium did not affect it in any way. So, according to KT’s interlocutor, Mr. Bashkin acted as a “figurehead” to protect the interests of those wishing to build in parks and green areas of the city. The main thing here, the publication’s informant notes, is that after the decision of the Economic Court, the city authorities, represented by Mayor Stanislav Kolot, who resigned in June, delayed the appeal process. And, as a result, the moratorium was finally lifted.

Currently, city social activists are sounding the alarm and asking Simferopol to intervene in the situation, because even local law enforcement officers could not resolve this issue:

“A criminal case was initiated, within the framework of which a proposal was sent to the executive committee of the Alushta City Council to take measures to eliminate the circumstances that contributed to the commission of the crime,” noted the press secretary of the city department of the Ministry of Internal Affairs, Evgenia Asmolova, in a comment to KT.

Meanwhile, according to the publication, the law enforcement document has not yet been reviewed, and construction is in full swing.

“After all, the deadlines are running out - the developer, they say, is going to put the facility into operation next year and has begun selling apartments for $1300 per square meter,” writes Crimean Telegraph.
