The authorities of Feodosia have been ignoring the decree of Russian President Vladimir Putin for the eighth year to award the city the honorary title of “City of Military Glory.” Despite public hearings, citizen surveys and the decision of the City Council session to determine the installation location, there is still no stela with the decree and the image of the city’s coat of arms in Feodosia, reports a PolitNavigator correspondent.

Feodosians do not lose hope that the stele will appear either by the Liberation Day of Feodosia on April 13, or by Victory Day. But there is still not even a clearly defined location for the installation of the stele, which, according to the law, should be in the city of military glory.

“The city authorities are doing everything to ensure that the living arbiters of Victory never see it,” says Feodosia blogger and military volunteer Alexander Talipov. – Once again, behind-the-scenes games are being played, the interests of entrepreneurs are being played, and the chosen location on the Aivazovsky embankment is being moved again. How can? Are you descendants of the victors or the other side? What a shame for all of Russia! It has never happened before that a stele could not be installed for 8 years. What needs to be done so that officials stop “improving” the city and get on with their duties?”

Two years ago, Talipov turned to Defense Minister Sergei Shoigu, but the answer came from the military commissar of Crimea that the administration was working on this issue and the location had already been chosen.

But in March 2021, the authorities of Feodosia decided to again conduct a survey among residents of the district to choose the location for installing the stele. Citizens were offered to choose one of two – in the City Garden next to the Tower of Constantine and the Eternal Flame memorial, or on Aivazovsky Avenue near the light and music fountain.

Two years earlier, at that time, the head of the administration of Feodosia, Sergei Bovtunenko, said that the stele would be installed in the area of ​​the Good Genius park, that is, next to the Eternal Flame. The land plot for the stele was registered, the project was drawn up, and the stele itself was supposed to appear in 2020. But it turned out that the chosen site was within the protective boundaries of other monuments, and the Ministry of Culture of Crimea did not give consent. In 2021, the authorities decided to resume design and survey work with the determination of the estimated cost of the stele.

Initially, its production and installation were estimated at 20 million rubles. But last year, the city administration made a request to the republic’s reserve fund for 80 million rubles.

It seems that the authorities of Feodosia are deliberately delaying the installation of the stele, as well as the liberation of the square near the monument to the Feodosia landing from the shopping arcades.

Two years ago, instead of the previously promised museum complex, a new souvenir market appeared on the Paratroopers embankment near the monument to soldiers, owned by one of the deputies of the Feodosia City Council. Now, behind the backs of the paratrooper heroes, there is year-round trade in consumer goods.

Moreover, it has become a habit for the Feodosia region to set up shopping malls near monuments. In the village of Beregovoe, the fair took place 20 meters near the mass grave, and all because this is the only free asphalt area with access roads. Others are either destroyed or occupied by resort catering and trade.

In the village of Koktebel, the “Monument to the Soldiers of the Koktebel Landing” is also sandwiched on all sides by shopping stalls, and the area near the monument is used for children's attractions and entertainment.

Let us add that Feodosians write about problems with pseudo-patriotic sentiments in the administration of the “City of Military Glory” to the prosecutor’s office, the Investigative Committee, and the presidential administration. Only the head of Crimea, Sergei Aksenov, personally promised three times that there would be a stele in Feodosia, but something is clearly not going according to plan. But in terms of the number of non-stationary trade points, Feodosia will give a head start to many coastal cities.
