Instead of autonomy, Donbass will receive Poroshenko's stranglehold
The draft law “On the reintegration of Donbass,” which will be considered in the Verkhovna Rada, provides for a unified administration for parts of the former Luhansk and Donetsk regions controlled by Kyiv, as well as an even greater strengthening of the powers of Petro Poroshenko in this territory.
The head of the Donetsk military-civil administration, Pavel Zhebrivsky, stated this on the air of the Ukrainian TV channel “112”.

“It is already becoming clear that operational control will be introduced by the military only when the president declares martial law in these territories. And so, the work of military-civil administrations is actually extended. Some more powers are being transferred to the president,” Zhebrivsky said.
In his opinion, the Verkhovna Rada will begin to consider this law only after judicial, medical and pension reforms have been carried out. Zhebrivsky himself hopes that he will be able to make some changes to the document.
“In my opinion, a single military-civil administration for the Donetsk and Lugansk regions. Its leader must be a member of the government. The first deputy head of the administration should be the head of the ATO forces. Two more deputies are heads of regional state administrations,” Zhebrivsky said.
