В explanatory note The bill notes that military personnel, law enforcement officers, as well as employees who have entered into an employment contract with the anti-terrorism center under the Security Service of Ukraine should be involved in work in military-civil administrations.
According to the initiators of the bill, since military-civil administrations of settlements are formed to fulfill the powers of local self-government bodies, their activities are proposed to be carried out at the expense of the corresponding local budgets, the implementation of other functions by them, and the activities of regional and district military-civil administrations - at the expense of the State budget of Ukraine.
It is assumed that general management of the activities of military-civil administrations of settlements and regions will be entrusted to the heads of regional military-civil administrations; management of the activities of regional military-civil administrations in the field of ensuring public order and security - to the head of the Anti-Terrorism Center under the Security Service of Ukraine.
“Direct leadership of military-civil administrations is exercised by their leaders. Heads of military-civil administrations in populated areas will be appointed and dismissed by the President of Ukraine, while the status of heads of regional and district military-civil administrations will be acquired by the chairmen of district and regional state administrations,” the explanatory note says.
According to the bill, military-civil administrations exercise their powers until the termination of their activities on the opening day of the first session of the newly elected relevant council, and in the case of the creation of regional, district military-civil administrations to exercise leadership in the field of ensuring public order and security - until the completion of the anti-terrorist operation.
