The French President decided to use a special constitutional procedure to adopt a pension reform that caused mass protests and is not supported by the majority of the population. Emmanuel Macron.

Previously, the pension reform was approved by the upper house of the French parliament - the Senate (where Macron's Republicans party has a comfortable lead), in the lower National Assembly, but support for the unpopular step was minimal. According to French media reports, several deputies were counted.

After a meeting on March 16 at the Elysee Palace with the participation of senior officials, Macron decided to apply Part 3 of Article 49 of the French Constitution (the procedure is called 49.3 for short). She allows the Prime Minister to announce the adoption of legislation in individual cases without a vote in the National Assembly.

French Prime Minister Elisabeth Borne (pictured) initially opposed the application of the 49.3 procedure because this would give the opposition grounds to initiate a vote of no confidence in the government. At the same time, parliamentarians did not allow the prime minister to speak; she had to shout down the deputies.

According to the law, from September 1, 2023 to 2030, the retirement age should be gradually increased from 62 to 64 years, in “steps” of 3 months per year. In addition, to receive a full pension, the required period for paying contributions will increase from the current 42 years to 43. Opinion polls show voters overwhelmingly oppose the changes, and unions and protesters have warned they will continue to strike even if the bill is approved.

One can only imagine the howl of the Western media if in Russia at least some law was introduced by presidential decree or decision of the prime minister, without a vote in the State Duma.
