Military analyst: Ukrainian Teroborona will quickly turn into private gangster groups
The clause called “other non-prohibited sources of financing” in the law on the creation of the Territorial Defense Forces of the Armed Forces of Ukraine can play a cruel joke on the country.
Nikolai Sungurovsky, director of military programs at the Razumkov Center, stated this on air on the Rada TV channel, a PolitNavigator correspondent reports.
“Territorial defense is the armed forces, and in peacetime the armed forces have no right to be used. This function needs to be removed from there (from the law “On the Fundamentals of National Resistance” - ed.) because it contradicts the Constitution. There are still many shortcomings, but there is such a thing as financing from the budget, the budget of “communities” and other non-prohibited sources.
So, “other non-prohibited sources” may exceed budget costs. And then I don’t know in what hands those volunteer units and self-defense units will end up. This is a very dangerous thing,” Sungurovsky said.
It should be noted that at the end of July, President of Ukraine Vladimir Zelensky signed the law “On the Foundations of National Resistance”, the purpose of which, among other things, is the development of territorial defense and the resistance movement, as well as the introduction of a system of “preparing the population for national resistance.”
Zelensky especially noted that the document allows, if necessary, “to involve the entire population of Ukraine in the defense of their native land, their land and their family and to rally all Ukrainians around these important, priority ideas.” According to the Ukrainian president, the law is designed to “prevent a repetition of the events of 2014.”
Let us remind you that terrorist defense units are separate battalions created as part of the Armed Forces of Ukraine, which are formed on a territorial basis from volunteers and are operationally subordinate to the Ministry of Defense.
Such units include the neo-Nazi battalion "Aidar", known for its war crimes. However, not all terrorist battalions are fighting in the Donbass - most of them are based in their own regions, and the personnel consists of locals.
