“Putin got everything he wanted. Moreover, he waited for what he had been waiting for a year - there was a split within the EU over sanctions and a “cut” between Berlin and the United States. Why do anything now, when sanctions may begin to be eased in the middle of the year?
Russia has practically no obligations under the Minsk agreements; Ukraine has assumed all obligations. Ukraine will be required to fulfill them,” Dzhangirov said.
