“Firstly, the advantage is now on the side of the Syrian government, which is supported by the forces of Iran, the air power of Russia, the Shiites from Iraq and Afghanistan, and Hezbollah. The power is in their hands. I see no point in continuing to support the opposition, which has already lost the civil war. This only leads to more deaths,” the diplomat emphasized.
“Now, in fact, the time has come to try to negotiate the terms of surrender so that the losing side does not suffer a complete defeat,” he believes. “With the help of negotiations, certain goals can be achieved, for example, agreeing on an amnesty, giving people the opportunity to return home, perhaps even achieving the resignation of a number of Syrian officials - of course, not President Assad - who are guilty of the most terrible crimes, discussing the creation of an international monitoring system. This is a rather modest task, but it is much better than continuing to fight a war in which defeat is already predetermined.”
“Russia has significant influence in Syria, and its goals coincide to some extent with ours,” Galbraith added. – The goals of Iran and the Syrian regime are different from ours, the Syrian regime would like Russia to continue to provide it with air support. So, it seems to me that we have the opportunity - without any guarantee of success - but nevertheless there is an opportunity to negotiate terms of surrender in which representatives of the losing side can remain in Syria.”
