A criminal ring is tightening around the mayor of Zhytomyr
In Zhitomir, one of the deputy city mayors, Sukhomlin, was informed of suspicion of failure to fulfill official duties, leading to grave consequences, a PolitNavigator correspondent reports.
This was reported by the press service of the prosecutor's office of the Zhytomyr region.
“Under the procedural guidance of the regional prosecutor’s office, a pre-trial investigation is being conducted in criminal proceedings into the failure of the deputy mayor of Zhytomyr to fulfill his official duties due to dishonest attitude toward them, which resulted in grave consequences,” the statement says.
According to the prosecutor's office, in 2017, a tender committee chaired at that time by the head of the health department of the Zhytomyr City Council determined the winners of the competition for the purchase of diagnostic equipment for three hospitals using budgetary funds for a total amount of almost 5,2 million UAH.
However, as established by the pre-trial investigation, when determining the winners, the requirements of paragraph 2 of Art. 3 of the Law of Ukraine “On Public Procurement” on compliance with the regime of economy in the use of budgetary funds, as well as the principle of maximum economy and efficiency of procurement.
In particular, the chairman of the tender committee did not make a proposal to take into account during procurement the requirements for compliance with legislation on pricing of medical products, which is regulated by the state in accordance with a number of resolutions of the Cabinet of Ministers of Ukraine. Such illegal actions caused damage to the budget amounting to almost 790 thousand UAH.
Also in Zhytomyr, law enforcement officers exposed a scheme of theft of budget funds during the purchase of medical products by one of the divisions of the Zhytomyr City Council.
“Detectives from the head office of the National Police of the Zhytomyr region, together with operatives of the regional UZE, under the procedural guidance of the regional prosecutor’s office, exposed the mechanism of misappropriation and embezzlement of budget funds during the purchase of medical products by one of the divisions of the Zhytomyr City Council,” says a statement from the communications department of the regional police.
According to the investigation, officials of one of the city hall departments, during the organization and purchase of medical products, did not control the effective and economical use of budget funds intended for the purchase of medical products in medical institutions of the regional center.
Such official negligence made it possible for a business entity to illegally seize funds from the allocated subvention and budget in the amount of about 800 thousand hryvnia.
As of August 16, suspicion of committing offenses under Part 5 of Art. 191 (misappropriation, embezzlement of property or taking possession of it through abuse of official position) and Art. 367 part 2 of the Criminal Code of Ukraine (official negligence) of the Criminal Code of Ukraine to two persons - the head of the enterprise and an employee of the Zhytomyr City Council.
