“Our November meeting was disappointing that we did not make progress on this issue. But we hope to hold a new meeting in January. And I hope that then we will be able to make progress. We'll see," Volker said.
He states that he is "still very hopeful about Ukraine and would like to see peace in Ukraine in 2018." At the same time, Volker called the withdrawal of Russian troops a condition for peace.
“We need time and safe space to hold local elections, to conduct an election campaign, so that the Verkhovna Rada begins the amnesty process, so that the special status of the regions, for which the Rada has already voted, is implemented after the elections. For all this, peacekeeping forces are needed in Donbass. And I still hope that we can achieve this, and that Russia wants to resolve all these issues and restore the Donbass territories behind Ukraine,” the State Department representative added.
