According to him, ending the war in Donbass depends solely on the will of Russia.

“What we have seen over the past few years is that Ukraine has become stronger, more united, more resilient, more democratic, more reformed, more pro-Western, more anti-Russian. But none of these traits go in the Russian direction. Russia continues this war and is losing. And at some point, I hope we can find a situation or find ourselves in a situation where Russia agrees that this is not worth continuing and let's end the war,” Volker said.
