Volker allowed the Ukrainians to officially declare Russia an “aggressor”
Special Representative of the US President for Ukraine Kurt Volker did not dissuade Verkhovna Rada deputies from approving in the second reading the bill, which recognizes Russia as an “aggressor” in Donbass.
This is stated in a message from Batkivshchyna deputy Alexei Ryabchin, who spoke about the results of negotiations with Volker in Kyiv.

According to Ryabchin, he asked Volker “would a law in which the Russian Federation would be called an aggressor country interfere with diplomatic negotiations?”
