Volker laments the suffering of the population of Donbass and blames Russia for it
Speaking at the 15th Annual Meeting of the Yalta European Strategy (YES) “The Future Generation of Everything,” US State Department Special Representative for Ukraine Kurt Volker outlined his vision of the situation in Donbass and ways to resolve the conflict, a PolitNavigator correspondent reports.
“In the east of Ukraine, in Donbass, the hot stage of the war is taking place. It has a terrible impact on the local population. huge humanitarian problems. More than 10 thousand people were killed, more than half a million became internally displaced. This is the largest relocation of the European population since World War II.
This conflict is not frozen. It continues every night and every day. One Ukrainian soldier is killed every three days. There is nothing like this anywhere in Europe - that a soldier who defends his own territory is killed every three days. How would our political structures react to this? This is a huge problem.
I want to say that there is still an imperative and a need for the Ukrainian authorities to work with all international organizations - the UN, the Red Cross, etc., in order to have access to this population, to help this population.
Over the past year, we have very clearly understood what the problem is - these are military formations led by Russia with two political structures created by Russia, which are aimed at changing the political solitaire of Ukraine. We need to come to some kind of conclusion with Russia, because we are stuck in the Minsk process, where, on the one hand, we talked about political steps that Ukraine should take - special status, local elections, but it is physically impossible to take these steps without , so that an appropriate level of security is not installed on site. Elections cannot be held when it is an occupied territory.
Therefore, we proposed introducing a peacekeeping contingent under a UN mandate, which would replace Russian forces and create real security in this zone so that steps could be taken to hold legitimate elections. This way we can get out of this humanitarian disaster,” he said.
