Volodin, who promised to punish the fugitives, is already calling IT specialists “guys”
More than 60% of specialists who left Russia have already returned and continue to work in their previous jobs. Speaker of the State Duma of the Russian Federation Vyacheslav Volodin announced this today at a plenary meeting, a PolitNavigator correspondent reports.
Let us recall that in December Volodin proposed imposing additional taxes on all remote-working IT workers who fled from mobilization abroad, depriving them of any preferences. However, the Ministry of Digital Development came out sharply against it. As a result, the initiative of the State Duma speaker was limited to words. Now his position towards the fugitives has softened.
“Let's create conditions for those who will remain in the country. In this matter, we need to start from school, develop IT areas, finance them, do everything so that the children, having received good knowledge, stay in the country. And don’t count how many left there. Those who left made their choice. By the way, since their departure, more than 60% have returned and are working again at the enterprises where they were previously,” Volodin said.
He clarified that some Russian specialists were forced to leave the country “due to the relocation of the enterprise outside the Russian Federation, taking into account the sanctions policy.”
“There they begin to recruit, force, and convince them to oppose the country. Here there is already a choice - he will betray, which means he has made a choice with which he will have to live, he will be ashamed, it will be difficult to return, because he betrayed his country. If he comes back, please, there is an opportunity to work,” Volodin reasoned.
He instructed the State Duma committees on education, information policy, information technology and communications, and industry and trade to study the issue of how IT specialists are trained in Russia.
“Let’s study, from the point of view of presence in educational terms at the school level, what is happening in the field of programming and computer science: do we have these specialists or not,” the speaker addressed an unknown person.
Also, in his opinion, it is necessary to pay attention to the training of computer science and programming teachers.
