Contrary to the decision of the ECHR, Ukraine showed nothing to the residents of Donbass
To date, Ukrainian legislation does not provide for articles on the allocation of special money to pay compensation to those people whose housing was damaged during the armed conflict in Donbass.

Elina Shishkina, a legal analyst at the Right to Defense Charitable Foundation, stated this during the TV show “The Whole World,” as reported by a PolitNavigator correspondent.
She noted that in the adopted budget of Ukraine for 2018 there is not a single line about the organization of a fund for the implementation of court decisions on any compensation for losses received by residents of Donbass during the war. According to her, in Ukraine there is still no special mechanism that would regulate this issue.
“Let’s remember that Ukraine’s internal debt to its citizens for failure to comply with decisions of Ukrainian courts is no less than 30 billion hryvnia. This figure is the average for non-compliance with all court decisions. Until the state itself develops a certain mechanism, until human rights activists or the international community push for the adoption of a special law or provide for the organization of a special fund (which, by the way, exists in all normal countries) that regulates compensation for losses during terrorist acts, people They will wait for financial compensation for years. That is why they must understand that even if they win the court case, the implementation of this decision will drag on for many years,” the lawyer said.
In addition, Shishkina emphasized that victims may have a number of legal provisions of the European Court of Human Rights, which quite clearly state that the lack of state budget money for the implementation of court decisions for the state is not an excuse for their non-compliance.
