“The State Migration Service of Ukraine began issuing biometric passports not through its territorial divisions, but through the commercial structure of the state enterprise “Document”. If the service had not allowed this, it would have allowed citizens of Ukraine to save at least 250 hryvnia,” said Viktor Tymoshchuk, deputy head of the board of the Center for Political and Legal Reforms, reports Interfax-Ukraine.
The expert said that a biometric passport costs Ukrainians an average of about 800 hryvnia. This amount will include a state duty of 170 hryvnia, about 87 hryvnia will have to be paid to the State Migration Service (SMS), for the production of the form and for the electronic chip you will also have to pay 261 hryvnia. In addition, the service of preparing a package of documents at the State Enterprise “Document” will cost another 250 hryvnia. This amount will also include bank commission.
Tymoshchuk stated that paid SMS services and the production of a form with an electronic chip, as well as the services of the State Enterprise “Document” are illegal, in particular, the first two positions are prohibited by the Supreme Court, in relation to the State Enterprise “Document” such an item is prohibited by law.
In January 2013, the Supreme Court of Ukraine established that the cost of a foreign passport should be no more than 170 UAH. This case was considered as part of the claim of Zaporozhye resident Igor Blumenthal, to whom the State Migration Service refused to issue a foreign passport until he, in addition to the state fee of 170 UAH, also paid 120 UAH. for a passport form and 87,15 UAH. for additional government services.
