The Moscow government under the leadership of Sergei Sobyanin is destroying the medical sector in the capital with inept “reforms”.
Elena Pavlova, a neurosurgeon at the Sklifosovsky Institute, stated this during a conference where leftist forces discussed participation in the Moscow mayoral elections and support for a single candidate Vadim Kumin, a PolitNavigator correspondent reports.
“The first stage of “modernization” removed half of the doctors. Allegedly, Muscovites have different conditions; they don’t need to lie down for so long after the operation, it’s better to be at home. The result is untreated patients at home, who again have inflammation, and again they go to college.
But the worst thing is that in one fell swoop it was retired and pre-retirement doctors who were mercilessly fired. They removed the most experienced and talented Soviet doctors who were ready to pass on their experience. They were thrown out on a mercilessly low pension.
And what did you get? We received a “first-line” doctor at the clinics – a general practitioner. You are so illiterate, you don’t know that when your eye or spine hurts, you need to go to an ophthalmologist or neurologist. No, you should go to a therapist and she will tell you where to go next. The result is a protracted, chronic disease. I think this is genocide,” the doctor said.
“At one time, you were given compulsory health insurance policies, supposedly from the state, but, in fact, these are private medical policies, and they are owned by a private company with foreign capital. For what? Get a profit! And it turns out that there is a “fork”: are people who are going to make a profit interested in ensuring that good assistance is organized for the population? As a result, the doctors did not receive their money and still do not receive it. They are also introducing an effective contract, they have taken away all the “harmfulness” from doctors or left it at four percent, and taken away vacations.
Moreover, to show how stupid the doctor is, compared to a Western doctor, they piled up so much documentation that if in the 2000s the doctor could still cope, now 24 hours is not enough to write everything that the circulars require of him.
On behalf of the doctors, I want to appeal to the officials and government of Moscow: return the doctor to the sick, remove these unnecessary pieces of paper! Neither patients nor doctors need such optimization and modernization,” she added.
