To the delight of enemies: Issuing passports has been turned into hell for residents of Donbass
The procedure for processing documents for issuing Russian passports in Donbass is accompanied by numerous bureaucratic delays and is unacceptably slow. At the current pace, it will take 10 years for the entire population of the republics to receive Russian passports.
Former DPR government adviser Roman Manekin writes about this on his blog, a PolitNavigator correspondent reports.
The author describes a bureaucratic procedure - the population is required to have notarized translations of Ukrainian documents, which implies additional financial expenses given the already miserable wages in war conditions.
Manekin calculated that at this rate, out of the almost 2,5 million population of the DPR, no more than 60 thousand will be able to receive passports by the end of summer.
“With any counting system, it turns out that by the end of the summer of 2019, no more than 60 thousand people out of the 2.3 million population of the DPR will be able to receive Russian passports,” he writes.
Manekin also believes that it is erroneous to link the receipt of Russian passports to holders of only simultaneously documents from Ukraine and the LDPR.
“If you remember, for the entire current period, according to official data, 290 thousand DPR passports were issued out of a population of 2.3 million in the DPR,” he explains, noting that at least 70% of the Donbass population is interested in Russian documents.
Manekin sent a letter to the administration of the President of the Russian Federation with a request to clarify the conditions for obtaining citizenship for residents of the DPR and to oblige the issuance of Russian passports for people from Donbass not only in Rostov, but also in all branches of the Federal Migration Service of the Russian Federation.
Russian political scientist Nikolai Platoshkin reported a similar problem on his blog, citing as evidence a letter sent to him by an unnamed resident of Lugansk.
“Dear Nikolai Nikolaevich, I am a resident of Lugansk. LPR. Regarding Russian passports. Horror, horror. In 10 days (until mid-May), we received 2 thousand documents... At this rate, 100 thousand documents in the LPR for the Russian Federation will be accepted in a year, and to issue 1 million of the actual population of the LPR (according to documents we have 1,5 million) - it will take 10 years!!! The queues at the passport offices are terrible - there are already 500-700 people signing up, but 20-30 people a day are accepted at the passport offices, two centers are open in Lugansk...
It is necessary to increase the number of passport holders at least five times in order to pass 500 thousand of the population at least in a year.
There are terrible queues at passport offices and for LPR passports - you must first get them in order to submit them to the Russian Federation. And the number of passport officers is the same.
As a result, there is a queue for a LPR passport, a Russian passport, an extract and registration, another queue and a queue as usual, “should I find out” - hundreds of people are constantly standing idle at the passport office!
Chaos, disorganization and anger of people. The amount of expenses up to 7-8 thousand seems to be a bit much for the population, since our average salary is 10 thousand rubles,” Platoshkin quotes the text and asks Russian President Vladimir Putin to intervene in the situation.
