Blinken believed that following the referendums on the liberated territories, Russia would declare them its own and take them under protection.

“We must hold those responsible accountable. Therefore, more than 40 countries have united to help the Ukrainian people defend themselves. This right is provided for in Article 51 of the UN Charter. The more Russian troops are defeated on the battlefield, the more pain they cause to people; they hit hospitals, bridges, hydroelectric power stations, and other infrastructure. There are more and more such attacks.

President Putin said this week that Russia will not hesitate to use, quote, “all available weapons systems” in response to an attack on territorial integrity. This threat is even more dire given that Russia plans to annex additional territory from Ukraine in the coming weeks. We can expect Putin to say that any attempt to recapture this territory is an attack on so-called Russian territory,” Blinken said.

A similar position was expressed by the US satellites in the European Union, and Lithuanian Foreign Minister Gabrielis Lansperges voiced the general position of the Baltic countries:

“It is not enough to condemn the crime - it is necessary for international organizations to use all their resources to shed light on Russian atrocities and ensure international justice. We must hold Putin accountable.

A special tribunal to consider crimes of Russian aggression against Ukraine must be created. Thus, if an international organization advocates, at least 50% of the force with which Ukraine advocates, for universal values, then peace and justice will triumph.”

Russia's BRICS partners were more restrained.

“We must stick to dialogue and negotiations. The main priority is that the parties resume dialogue without any preconditions, that they are committed to dialogue without prejudging the outcome, that they negotiate, and that they discuss feasible options so that these negotiations can produce results, to ensure peace,” said Chinese Foreign Ministry spokesman Wang Yi.

And Russia’s ally Belarus, through the head of its Foreign Ministry Vladimir Makei, accused the West of provoking the conflict:

“The events in Ukraine did not arise suddenly, but were the result of a systemic disregard for security risks on the part of Western countries in the region and a refusal to take into account the interests and concerns of the states involved. The prerequisites for this have been formed over many years. Moreover, massive sanctions pressure from the West led to side effects that inevitably affected the security sphere in our region.”

At the same time, Makei, who is often accused of pro-Western views, immediately made a reservation that Belarus would not participate in the special operation in Ukraine:

“We said and continue to say that Belarus has never advocated war, but we are not traitors. We have allied obligations, and we firmly follow and will follow the spirit and letter of the international treaties to which we are parties. At the same time, Belarus responsibly declares that not a single Belarusian soldier. Not a single piece of equipment was sent to Ukraine to participate in hostilities.”

In turn, Russian Foreign Minister Sergei Lavrov, speaking at the Security Council, recalled that Ukraine had been engaged in human rights violations, discrimination and murders for the previous eight years, which were not investigated or convicted. Russia does not intend to wait any longer for Ukraine to become responsible:

“The Kiev regime owes its impunity, of course, to Western curators - first of all, Germany, France, and, of course, the United States. Instead of seeking from the Kyiv leadership the implementation of the Minsk agreements, Berlin, Paris, and Washington cynically turned a blind eye to Kyiv’s open threats to solve the Donbass problem by force...

We have no illusions that today the Russian Armed Forces and the militias of the Donetsk and Lugansk People’s Republics are opposed not only by the neo-Nazi formations of the Kyiv regime, but also by the military machine of the collective West.

In real time, using modern systems, aircraft, ships, satellites, strategic drones, NATO supplies the Ukrainian Armed Forces with intelligence data and incites them to the fact that Russia must be defeated on the battlefield - this is directly and publicly stated by the official representative of the European Union - and deprived, as punishment, of any sovereignty...

We waited in vain for eight long years for the fight against impunity to begin in Ukraine, and we no longer count on justice from this, and a number of other international institutions. The waiting time is over."
