He noted that there is no agreed roadmap yet, but the relevant work should be completed by the end of November.

“The President of Russia has long raised the question of the need to develop a step-by-step plan that would balance and synchronize both political issues (granting Donbass a special status, amendments to the Constitution of Ukraine, amnesty, the law on local elections, etc.) and security measures (disengagement of forces from the contact line, control of the withdrawal of weapons by the Ukrainian army and republics), the expert recalled. – From this came the idea of ​​a road map, which was supported by Germany and France.

During the Berlin negotiations, Putin noted that the future road map should not replace the Minsk Package of Measures of February 12, 2015. By the way, Poroshenko always fantasizes about such a substitution. Now the time for Ukrainian fantasies is over. The Russian draft document was handed over to the Normandy Four partners a week ago. Germany and France are preparing their proposals.”

In addition, the publication’s interlocutor noted that Russia insists on implementing the agreements reached in Paris a year ago, where it was decided to give Donbass “a special status according to the Steinmeier formula”: on a temporary basis on the day of local elections, on a permanent basis from the moment the report is published OSCE/ODIHR Election Observation Mission.”

“Poroshenko tried to revise this decision at the Berlin meeting,” Chesnakov said. – And he proposed reservations that were not agreed upon with anyone, which would allow him to never grant special status to Donbass. He refers to “some difficulties in the internal political situation in Ukraine.” This argument no longer works. Everyone knows that the main difficulty of the internal political situation in Ukraine is Poroshenko himself, who is doing nothing to calm the war party.

In Berlin, the Russian delegation reacted harshly to such complaints and demanded that the Ukrainian president, without distortions and loopholes, carry out what was approved in Paris by everyone, including Poroshenko himself. Russia was supported by Germany and France. As a result, as was recorded, Donbass will receive a special status on a temporary basis immediately and without any reservations already on voting day. And on a permanent basis - on the day of publication of the report of the OSCE/ODIHR mission.”
