Statements by Leonid Kuchma regarding plans lifting the economic blockade Kyiv and Donbass are now quite unfounded, because this is enshrined in law by a decision of the National Security and Defense Council of Ukraine.

“The blockade was introduced by the decision of the National Security and Defense Council. It's not so easy now. Declaring it is good, but try to implement it, these are very difficult things. But the very fact that they looked in this direction, but these are not easy things, Kuchma cannot do it.
In principle, as far as I understand, Kuchma has directives within which he works, without which he would not have gone. Considering that Kuchma is a “champion of the breed”, compared to the guys, with all due respect to the young guys, personally to Zelensky, who came, Kuchma is a classic, Kuchma is Taras Shevchenko.
They are the guys who will one day become Shevchenkos. And he can afford it, he understands them more, maybe they told him: “You know the directives yourself, let’s hang around there, and then we’ll write to you,” and he came up with such an initiative.
Essentially, is this the right initiative? I think it's correct. But the blockade by the state, if you remember, was formalized at the legislative level, including, I’m now afraid to make a mistake, in my opinion, the decision of the National Security and Defense Council was made in March.
It turns out that Kuchma, I don’t believe that now there are directives to go against what is already recorded at the level of state documents, these are things that a self-respecting state should not behave like this. That is, now we need to reconsider all this, we should have probably reconsidered it first, and then declared it,” he noted.
In addition, the expert emphasized that introduction of a ceasefire in Donbass is also not as simple as it seems at first glance, because, in his opinion, the fire is carried out by each side, and each soldier receives bonuses for this.
“This is very difficult to implement, because, according to all our information sources, it seems like they shoot at us all the time, but we don’t shoot, but this is not entirely true. It is enough to take the daily reports of the OSCE mission, a special monitoring mission, which shows that they are shooting from all sides.
I don’t know how it is now, but as of six months ago, units that stood on the demarcation line or as close as possible to them, if they came into fire contact, they received an additional payment to the cash allowance. If the cash benefit is very modest, quite modest, especially considering that it is quite deadly - dangerous games for each of them. As long as this exists, no Kuchma, no Zelensky, no one will stop it. And on the same side, it turns out that the models are the same, and on the other side it’s the same. It's very difficult to do it this way.
Moreover, there is no control, say, the OSCE cannot provide control, the OSCE only records violations of the regime, how many agreements there were.
These are things that are very difficult to solve while sitting in offices in Minsk, Kyiv, Moscow, Brussels - very difficult. It is necessary to put some serious force there that can control this whole matter and punish the perpetrators. Punish once, punish twice, punish three, then maybe something can be moved. So far, it seems to me that this is unrealistic,” added Rudyakov.
