All regions of Ukraine will sooner or later receive special status
There is a civil war in Ukraine, which cannot be resolved without painful compromises. This means that the authorities will have to federalize the country, no matter how this process is called.
In addition, the amnesty equally applies to those who fought on the Ukrainian side.

With a special status – fine, let there be a special status. All the same, this is a kind of temporary phenomenon, because I believe that no matter what we try to do in the future, we will still have to federalize the entire country.
Let's not call it federalization, let's call it decentralization, it doesn't matter - what matters is what powers and functions will be transferred to the regions. The fact that our regions will have to receive greater functions and powers is clear...
Today we need peace, so what is stopping us from applying the “Steinmeier formula” today?
I see in this formula - there are many points, I see four main ones - this is the law on special status, which expires by January, the second is the law on amnesty.
We completely understand that if today, according to data from the Lugansk and Donetsk regions, 27 thousand people are fighting there, it means that these 27 thousand people will in no way agree to lay down their arms without an amnesty law.
Moreover, we understand that the amnesty law is important both for this side and for that side. We must understand that we have a civil war,” Melamud said.
