We completely understand that if today, according to data from the Lugansk and Donetsk regions, 27 thousand people are fighting there, it means that these 27 thousand people will in no way agree to lay down their arms without an amnesty law.

Moreover, we understand that the amnesty law is important both for this side and for that side. We must understand that we have a civil war,” Melamud said.
