Everything is falling apart, the economy is practically not working - Kiev analyst
Ukraine is equalizing the balance of the state budget due to underfunding of expenditure items, and if a year ago it amounted to 7-8% of expenditure, then this year it is about 13%.
Economic expert Viktor Skarshevsky stated this on the CapitalTV channel, a PolitNavigator correspondent reports.
“If we take it from the beginning of the year, in eight months the amount of financing amounted to 81 billion hryvnia. That is, not all planned expenses have been fulfilled. There was also a problem with underfunding in August of this year. By the way, everything is falling apart, the economy is actually not working, and the August 2020 budget was reduced to a surplus of plus 3,1 billion hryvnia. The budget received more money than was spent.
That is, in this simple way, through underfinancing, both the deficit indicators and the execution of the state budget in general are improved. And this is underfunding since the beginning of the year - about 13 percent of expenditures. Last year this figure fluctuated 7-8 percent. That is, this year they have already adopted this tool for containing the budget deficit in full,” Skarshevsky said.
