At the beginning of the event, Denis Pushilin, Chairman of the National Assembly of the DPR, addressed all deputies and those present. In his congratulatory speech, he briefly spoke about the history of the creation of the People's Council and the main stages of its activities:
“The uniqueness of this legislative body lies in the fact that significant results were achieved in a fairly short time, and in the fact that legislative processes are taking place in a difficult environment of ongoing hostilities,” he said.
Then a representative of the head of the DPR addressed those present Oleg Vanin and Chairman of the Supreme Court Eduard Yakubovsky.
Oleg Vanin in his speech emphasized the fact that the very creation and initial stages of development of the Parliament of the Republic were carried out during an exceptionally difficult time for all residents:
“In 2014, the work of the parliament of the Young Republic did not just start from scratch, it was accompanied by the roar of shells, political, economic and financial pressure from Ukraine,” he said.
According to him, at the very beginning of the work of parliament, few of the newly elected deputies had the necessary experience in developing and adopting any bills. However, over the next three years, the unrecognized state and its governing body not only survived, but also, in the conditions of the ongoing civil war, managed to establish the normal functioning of all state structures.
“In the three years that have passed since the start of the work of the People’s Council, you have acquired such invaluable experience that you could not have acquired anywhere else. You see and feel for yourself how this or that law that you adopt affects the life of the Republic,” Yakubovsky told those present.
The ceremonial meeting ended with the performance of the DPR national anthem.
