Everything has dried up: the Sevastopol authorities have forgiven the Victory Park contractor for other people’s millions
In Sevastopol, on the embankment of Victory Park, reconstructed at a cost of 106 million rubles from the Moscow government, green spaces have dried up.
This is not the first time that, after the opening and commissioning of public spaces, not a trace of green decor remains, reports the PolitNavigator correspondent.
The reconstruction of Victory Park took more than three years, changing contractors and shifting deadlines. The facility was completed last year, and the adjacent embankment was completed in the winter. A little more than 1 billion rubles were spent on the park itself and another 106 million on the embankment itself.
“On government procurement there is information about the number of plants additionally planted during the overhaul of the square on the embankment of Victory Park, and about the details of the installation of an irrigation system there,” Deputy of the Legislative Assembly of Sevastopol Anton Parkhomenko told PolitNavigator. – The list of irrigation equipment indicates that 3 thousand linear meters of drip pipe were laid, 52 root irrigation systems, rain sensors, etc. were installed. The estimate for work on external networks (water supply, sewerage, irrigation, electricity) is 13 million rubles, landscaping – 5 million.”
According to the deputy, it is extremely difficult to grow plants on rocky soil near the sea. Therefore, when the issue of reconstruction of Victory Park was raised, this issue (maintenance of green spaces) had to be immediately given the highest priority. A park consists of trees, shrubs, and lawns. But, unfortunately, the park reconstruction project only includes tiles, benches, and fountains, and the trees must grow on their own. About half of the expenses for Victory Park went to the construction of cyclopean fountains.
“Unfortunately, very little attention is paid to the organization of watering plants in Sevastopol parks,” Parkhomenko emphasized. – There are very few successful examples of a working irrigation system in the city. For example, in Dinopark (built from scratch), the estimate included about 5 million rubles for organizing an irrigation system. As a result, she worked only a little and stopped.
The trees were drying up, and in the summer of 2021, after numerous complaints from residents, the Sevparki organization and my written appeal to the House of Household Housing, they sent a watering machine. My proposal to DGH to carry out claims work with the contractor on the issue of a non-working irrigation system did not find an answer. And so it is in most city parks: money is deposited, spent, acts are signed, watering does not work. The exception is the park near the Ministry of Internal Affairs on Parshina, where the watering is exemplary: try to deceive the customer! It turns out that the city can be deceived without fear.”
According to the terms of the contract, the warranty period for work performed under the contract is 36 (thirty-six) months. The city has the opportunity to involve a contractor in eliminating the identified deficiencies, if desired. The improvement of the embankment in Victory Park was carried out by the Sevastopol OOO Tektum.
