Meeting of the Normandy Four in Donbass: A miracle is possible, but the chances are low

Vladimir Putin, Angela Merkel, Francois Hollande and Petro Poroshenko, almost nine months after their meeting in the capital of Belarus, which marked the beginning of Minsk-2, met today in Paris.
What is the reason? Apparently, the Minsk process has reached a dead end. It's the fault of Poroshenko.

His intractability, unwillingness to compromise and, at the same time, desire not to solve the Donbass problem peacefully, but through a tank blitzkrieg (he counted on this in August, but Berlin and Paris did not allow him to do this) actually led to , if not to a breakdown, then to its significant inhibition.
Let me remind you that Poroshenko did not want to coordinate constitutional changes regarding decentralization with the Republics, although they sent their proposals on May 13. As a result, the DPR and LPR did not receive special status as “separate districts of the Donetsk and Lugansk regions.”
Kyiv did nothing to ensure that local elections were held in Donbass under Ukrainian legislation. As a result, the first stage of local elections - we are talking about the election of 17 heads of district administrations in the DPR and 14 in the LPR - will be held on October 18 and November 1, respectively.
The second stage of local elections will take place in February - candidates will fight for approximately 6 thousand elected positions. And the second stage was also a compromise on the part of the LDPR. It could pass under Ukrainian legislation if Kyiv wanted it.
But Kyiv does not react in any way to these counter steps of Donetsk and Lugansk. But, despite this, the DPR and LPR are still ready to compromise with Kiev.
As I learned from a source close to Igor Plotnitsky, the people’s republics are ready to postpone local elections from November 18 and 1 to February, as Kiev wants, but only in exchange for Poroshenko’s agreement to grant special status to the republics as “separate districts of Donetsk and Lugansk regions".
It seems that a signal has been sent to Kyiv on this matter. Now everyone is waiting for an answer. Apparently, this initiative of the DPR and LPR will be discussed today in Paris. Therefore, maybe a miracle will happen and Kyiv will agree to respond with a compromise on a compromise.
But, in all likelihood, this will not happen, so there will still be elections on October 18 and November 1. And then, as Vladimir Pryakhin, Deputy Minister of Information of the DPR, recently said in Lugansk at the round table “Ways of Integration of Donbass into Russia,” they will definitely take place under the slogan “Home! In Russia".
