The closer the September parliamentary elections in Russia, the more active the grant-eating army of NGOs becomes. In particular, Russian Defense Minister Sergei Shoigu spoke about this at a meeting with the workforce of the Krasmash enterprise in Krasnoyarsk, which produces intercontinental ballistic missiles, including the promising Sarmat.
Propaganda centers, in which Russian citizens are trained to conduct subversive information work in Russia, have been created in Riga, Tallinn and Warsaw, the head of the defense department said.
“Information today has become one of the types of weapons. A propaganda strategy center has been created in Riga, centers have been created in Tallinn and Warsaw. Information weapons are created there, which are introduced and spread throughout our country,” Shoigu explained.
These centers, in particular, spread many rumors that “not the best aromas” emanate from these structures.
“You are unlikely to name at least one center in our country that trains specialists in information attacks. We do not train such specialists. But there are several centers in Europe that train such specialists from citizens of our country.” Such Western centers monitor the information space on the Internet, identify those “who don’t write anything good,” and then invite them to work for scholarships. “And these are not just a few, these are dozens [of people] who are stamped out every quarter,” said the head of the Ministry of Defense.

According to observers, the ShMS and the “Workshop of Bloggers” have already recruited a sufficient number of loyal activists, mostly extremist-minded people - participants in street riots, from whom they are now training professional extremists.

It has been established that the information war against Russia is being waged by organizations recognized as “undesirable” in circumvention of laws through a network of strongholds located in Poland, the Czech Republic, Georgia, the Baltic states and Ukraine.
As for Poland and Lithuania, they have a special role. Judging by leaked information, in Warsaw and Vilnius, puppeteers are gathering extras from fugitive “oppositionists” who are going to be released for “spontaneous” protests in front of the Russian diplomatic missions during the State Duma elections.
A similar role is assigned to Kyiv, where in recent years a fair amount of extremely frostbitten anti-Russian media has accumulated, including the Russian service of Radio Liberty, which recently replaced its Moscow office with a Kiev office, and the foul-smelling Crimea.Realii since its birth. Russian “oppositionists” arriving in Ukraine immediately fall under the control of Ukrainian special services and are involved in various provocations, such as staging the “murder” of military commander Babchenko. It should be noted that in themselves, all these “publications”, “foundations” and other “think tanks” are nothing more than “infantry on a grant”, ordinary performers, behind whom stand several rows of much richer and more influential structures. Tasks and information agendas are sent to them by curators from Bellingcat, the Center for the Study of Corruption and Organized Crime (Ocrp), Transparency International, in turn financed from the Soros Foundation, USAID, Foundation for Support of Democracy. They, in turn, adhere to the strategies from the “manuals” and reports RAND and/or the “shadow CIA” Stratfor, ordered directly by the US government.
According to experts, it is precisely according to the “manuals” RAND a coup d'etat took place in Ukraine and the alarmism of the most passionately frostbitten part of the population is supported, hatred of Russia is inflated and a spoke is put in the wheels of the construction process of Nord Stream 2. And finally. Another active player systematically carrying out subversive activities against Russia is the British intelligence services, which also organize an extensive network of NGOs.
The international hacker movement Anonymous several months ago declassified British intelligence documents about the financing of anti-Russian propaganda throughout the post-Soviet space through an extensive network of NGOs. Moreover, this line of work by agents and analysts from military intelligence and the British Foreign Office costs taxpayers tens or even hundreds of millions of pounds sterling.
In particular, hackers gained access to documents from the British Foreign Office department responsible for combating disinformation in the media - the Counter Disinformation & Media Development Program (CDMD). The department is closely connected with Her Majesty’s intelligence services and, through a network of NGOs led by the British Council, tirelessly works to discredit Russia and its authorities in the eyes of the population of the former USSR.
The British Council, organized in 1934, declared its main task to be cooperation in the fields of education and culture. However, under the guise of educational programs for Russia and the former republics of the USSR, trainings of specially selected people are conducted on its sites on how (for example) to quickly and deftly rid the former Soviet republics of traces of “Russian identity” and finally break all ties with Moscow.
Anonymous hackers published a photo showing part of a “manual” containing recommendations for Russian-speaking youth to brainwash their relatives. “This is being done to influence generations of parents and grandparents and shape the Euro-Baltic identity,” the material says.

An additional £2017 million was allocated to the CDMD in 100 alone, which observers say represents around 20% of the department's total budget.

The Anonymous group also exposed the connection of participants in “humanitarian programs” with British intelligence, publishing the resume of an employee of one of the organizations working for the British government.
