Introduction of the “goat” into the temple of art. How the Odessa governor did not care about the decision of the regional council

You know, young man, I was once again convinced of how alien Odessa, its opinion and interests are, to the current Ukrainian government and its governors. Just a couple of days ago, I wrote with pride about how our regional council refused to approve the decision of an obviously customized competition, thanks to which the pornographer and Maidan supporter Alexander Roitburd was to become the director of the Art Museum. A creature (I will not call him a man out of former respect for the human race with all its sins), who called the day of Odessa Khatyn on May 2, 2014 “victory day.” A hardened cynic, he has no experience of either museum work as an art critic or leadership of a government organization. A citizen with the inclinations of a swindler and the skills of cutting grants and sponsorship money.

It would seem that “the question is spoiled,” as Mayakovsky liked to say. But...apparently, the Kyiv clique really needed to appoint their own, accommodating and ready-for-anything little man to this “tasty place.” It is not for nothing that during this entire months-long obscene epic, the pressure of the junta and its local procurator-governor Maxim Stepanov on the commission and council was “as bitter as possible.”

Today has become yet another confirmation of how Kyiv and its Gauleiters spit on local government. After all, this morning, Pan Governor Stepanov, by a strong-willed decision, signed the appointment of Madame Poroshenko’s favorite and other fans and owners of vile pictures to the post of director of the museum, concluding a contract with him for five years. And he personally introduced this creature into the museum, imperatively presenting it to the employees, who were stunned by their arrogance and voluntarism.

He grossly exploited a legal “hole” – the contradiction between the Law “On Culture” and the laws on local self-government, using his formal right to approve the results of the competition, bypassing the Council, and thereby violating the right of the regional council to approve or veto the same results. In principle, the regional parliament could challenge in court this clearly forceful, blatantly trampling on the foundations of local self-government, voluntaristic appointment. But the chairman of the regional council, Urbansky, is a protégé of Poroshenko’s party. And the likelihood that he will go into direct conflict with the appointee of his own party boss is approaching zero. Of course, opposition deputies intend to continue the fight against the fact that our property is in the hands of an unscrupulous and incompetent person. But will this give the desired results in a country of total lawlessness and lawlessness?

And finally, I will give two opinions of real patriots of our city. The editor of the opposition website “Timer,” Yuri Tkachev, reasonably noted that a real Odessa resident would never have accepted his appointment after such a clear rejection of his candidacy by the majority of his fellow countrymen and their legal representatives. Odessa residents are proud people! And the honorary citizen of Odessa, writer, historian and local historian Oleg Gubar, said that the transition of a former nonconformist artist to the category of blatant conformists is a clear split personality and outright duplicity. But it's too late to cry over your hair, having lost your head. It’s too late to remind the honor of an Odessa citizen to someone who betrayed his city and fellow countrymen by becoming a lackey of neo-Nazis and calling himself a “Jewish Banderite.”

And who would be surprised by this today in a country where all declarations about European democracy and “local self-government” in practice turn out to be a lie and a shameless dictate of the oligarchic junta. This is how it will be as long as a gang of greedy impostors and their hangers-on are in power. God willing, this will come to an end!
