The introduction of external control in Donbass was planned even before the blockade
The introduction of external management at Ukrainian enterprises in the LPR was a reaction to the blockade of Donbass only in terms of timing. This decision has been prepared for a long time.
Deputy Chairman of the People's Council of the LPR Vladislav Deinego stated this today on the air of the State Television and Radio Broadcasting Company of the LPR.

“This is not exactly a response to blocking. We need to take a broader look at the situation. The decision to introduce a temporary administration has been brewing for a very long time. This bill was adopted in the first reading in February, but preparations began much earlier. The lockdown was a factor that prompted the change in timing,” Deinego said.
According to him, it was initially planned that business entities should conclude agreements with trade agents of the LPR by April 1 and begin paying funds to the budget of the republic.
“The lockdown led to the fact that these businesses simply began to shut down, and they had to be saved. Therefore, we introduced this norm on March 1. If we had not done this, we would have lost our businesses,” Deinego said.
