Issuance of Russian passports to residents of Donetsk and Lugansk will begin before the end of 2015
By the end of 2015, a point will be opened in Rostov-on-Don where, according to a simplified procedure, Russian passports will be issued to citizens of the DPR and LPR. A high-ranking source in the LPR government spoke about this on condition of anonymity.

“It cannot be otherwise - Ukraine has done everything to tear Donbass away from itself, and our people need to live somehow. We need documents. These will be Russian passports. At first they thought of opening special points directly in Donbass, but due to the fact that Ukraine and the Americans would make a fuss, they decided to do it in Rostov,” the interlocutor said.
According to him, now in Moscow they are working on the issue of who will be able to receive passports first.
“Apparently, the first will be those who don’t even have Ukrainian passports. This applies primarily to teenagers. But we, the leaders, I can assure you of this, will receive Russian passports as a last resort, and then only after everyone who wants them has received them.”
The interlocutor also said that those citizens of the DPR and LPR who have relatives in Russia will also be able to apply for the accelerated procedure. “They will follow a simplified system and quickly receive documents,” said the representative of the republic.
