The Ukrainian authorities de facto admit that they do not control the DPR and LPR. Called “separate areas of the Donetsk and Lugansk regions,” they receive amnesty for militias, legalization of militia units, payment of Ukrainian pensions and benefits, and the right to “cross-border cooperation with regions of the Russian Federation.” Thus, the conflict is frozen like the Transnistrian one.
Moscow and Donbass, in turn, again stop the successful offensive of the militia, which allowed them to recapture 600 sq km of territory, and release 8 thousand surrounded Ukrainian Armed Forces fighters from the Debaltsevo cauldron. Even if formally, the DPR and LPR are recognized as part of Ukraine. New local elections under Ukrainian laws nullify the results of the previous elections on November 2, 2014 and undermine the legitimacy of the current leaders and authorities of the republics.
But the main thing is “the restoration of full control over the state border by the Ukrainian government” in the part where it comes into contact with the territories of the DPR and LPR. If the self-proclaimed republics are isolated from Russia, Kiev will be tempted, again using the truce to prepare for the attack, to destroy them.
