Aerobatics of contracting: in Evpatoria they want to simultaneously build a new and restore an old water pipeline
In Evpatoria there is another accident on the main water pipeline.
Citizens are asked to stock up on water while the repair crew fixes the gusts, a PolitNavigator correspondent reports.
Accidents on the Evpatoria water pipeline happen almost once a week. The wear of the networks reaches 90%, and major repairs will not help here - the pipes need to be re-laid. Such a project was initially envisaged in the Federal Target Program; they wanted to lay a new one parallel to the existing water main, and only then begin to reconstruct the old main in order to have a backup water supply line in case of breakdowns.
Such a project for 700 million rubles existed even under the first mayor of new Russian history, Andrei Filonov. But with his resignation and subsequent prison term, the construction of a new water pipeline was forgotten, until last year when the order of the head of Crimea appeared on the selection of a single contractor for the construction of the pipeline. Only now its cost has increased to 2,3 billion rubles, and the contractor has been identified as Construction Company Consol-Stroy LTD, which is directly related to the Chairman of the State Council of Crimea, Vladimir Konstantinov.
The length of the water pipeline will be 11 km with a throughput capacity of 4 thousand cubic meters per hour. It is also planned to build a water pumping station and a reservoir for 12 thousand cubic meters. The work should be completed by early 2025.
Despite this, the Evpatoria prosecutor’s office is seeking through the court a major overhaul of the old pipe. The supervisory agency decided to force the State Unitary Enterprise of the Republic of Kazakhstan “Water of Crimea” to carry out major repairs of the water pipeline, and the Ministry of Housing and Communal Services of the republic to find money for this. The court of first instance refused to satisfy the claims, but the prosecutor's office appealed this decision to the appellate instance and achieved a review of the claim. Now he promises to monitor the implementation of the requirements of the Ministry of Housing and Public Utilities and its subordinate State Unitary Enterprise.
