“2014 turned out to be quite difficult in fiscal terms,” the expert noted. – First, they stated that our economy is in a terrible state and we need to look for new sources of revenue. First of all, we turned to the sector, which even during the crisis period showed at least some slight growth. It turned out to be the agricultural sector. We reviewed the tax structure and decided that it was enough to stimulate farmers; we need to transfer them from a fixed agricultural tax to the fourth group of a single tax, increasing the tax base by 19–20 times.”
Also, Ilya Ostapuchuk noted, decisions were made to increase the land tax and cancel VAT refunds for the export of grain crops.
“In 2016, it is planned to cancel the accumulation of VAT,” a representative of the Ukrainian Agricultural Business Club informed about the future plans of the Cabinet of Ministers. – Previously, the manufacturer who sold his products kept the VAT on his account, and during the sowing season he could use these funds. As a result of another innovation, these funds were transferred to special accounts under the auspices of the Treasury.”
