Yatsenyuk liquidated the personnel reserve of managers. Now they will be appointed to positions from the street
By its decision, the Cabinet of Ministers of Ukraine liquidated the personnel reserve of managers of state-owned enterprises, government agencies and organizations that existed in Ukraine since 1999.

This is stated in Resolution No. 867, published on the government website.
“Recognize as invalid the resolution of the Cabinet of Ministers of Ukraine dated October 18, 1999 No. 1912 “On approval of the Regulations on the formation of a personnel reserve for managers of state enterprises, institutions and organizations,” the document says.
Let us recall that back in the spring of 2014, the government decided to appoint heads of state-owned enterprises and organizations exclusively on a competitive basis, through selection through a multi-stage, open procedure. Personnel competitions are held at enterprises controlled by the Ministry of Economic Development, the Ministry of Infrastructure, and the Ministry of Agricultural Products. The selection of heads of key state holdings and a number of government bodies, including the State Fiscal Service, whose new leadership was appointed in June 2015, was also competitive.
However, it quickly became clear that all these “transparent procedures and competitions” are nothing more than window dressing for the West. People from the street, mistresses with secretaries, young models without specialized education began to get into positions of responsibility, and the apotheosis was the story of the Anti-Corruption Bureau, the head of which, having passed all the competitive selections and a polygraph, was involved in a corruption scandal.
