“If we suddenly saw that the effectiveness of troop command and control was not improving, we would create a kind of “parallel General Staff” that would cooperate with that General Staff, but would make its decisions as even specific recommendations. And behind this General Staff there can be a lot of military units: both the armed forces and volunteer formations. We have already started doing this. I think that after some time this will be realized,” says Yarosh.
