Such an opinion former President of Ukraine Viktor Yushchenko spoke on the air of the 112 Ukraine TV channel.
According to him, military and financial power during a military conflict should be temporarily concentrated at the headquarters of the commander-in-chief. As an example, Viktor Yushchenko cited the situation in which Ukraine found itself at the beginning of its independence.
“It seems to me that if we are talking about reforms, we need to make three reforms. Reform one: how to win the war in the East. Reform two: how to win the war in the East; reform three: how to win the war in the East. If this requires increasing powers, for example by 12 months, let’s increase them. Approximately, as they did in 91, 92, when Ukraine gained sovereignty, we do not have a legislative framework, the Prime Minister comes up with an initiative, Leonid Danilovich Kuchma and says: “Give me the right to promptly issue decrees for 12 months.” And in 12 months we very easily adapted the legislative field to the challenges and changes of the new statehood that we had.
Now the question is obviously like this... For a short time, the headquarters of the Supreme Commander-in-Chief are formed and not only military force is concentrated there, but also financial force, some economic procedures and relations are simplified. It seems to me that this is the path that Ukraine needs today in order to cope with the number one challenge – aggression in the East.”, - Yushchenko said.
