Yuzhmash was allowed to cooperate with Roscosmos, but they may not agree
Moscow - Kyiv, April 6 (PolitNavigator, Mikhail Stamm) - Representatives of Dnepropetrovsk Yuzhmash agreed to service Zenit rocket launches from the Baikonur Cosmodrome and confirmed their intention to launch their Lybid broadcasting satellite with the help of Roscosmos from Baikonur. But they don’t have the money for this, and besides, Yuzhmash is still not ready to cooperate with the Strategic Missile Forces.

“We have received from the Ukrainian authorities all the permits necessary to send a group of technical specialists to service the launch of the Zenit rocket from Baikonur in July of this year,” he said "Izvestia" General Director of Yuzhmashzavod Sergei Voit. — This is a peaceful space, and in this area we will continue cooperation with Russia. Roscosmos did not officially comment on the issue. Recently, Ukrainian partners have not responded to requests from Roscosmos for technical support for the Zenit launch. Yuzhmash also refused to allow Russia to service the R-36M combat missile system. Roscosmos responded by announcing that it would no longer purchase Zenit launch vehicles from Ukraine.
Ukraine allowed the launch of its satellite from Baikonur, because an alternative carrier and a non-Russian cosmodrome are much more expensive. As a result, Kyiv allowed to continue cooperation with Roscosmos on non-military programs. But Russia is primarily concerned with the maintenance of Satan intercontinental ballistic nuclear missiles. And the United States is unlikely to allow Ukrainians to do this.
The launch of Lybid was planned for 2013, but Yuzhmash wanted to receive the engine and control system on credit, and Roscosmos insists on prepayment.
