About it Vladislav Deinego, authorized representative of the LPR at the Minsk negotiations, said today.
“Ukraine’s obligations at the international level, supported by the Normandy Four and the UN Security Council, are not being implemented today,” he said.
As one example of Kiev’s failure to fulfill or imitate its promises, Deinego cited the situation with amnesty for participants in the conflict in Donbass.
“The situation with amnesty is like this. The law on preventing the prosecution of persons in connection with the events in Donbass refers to one of the parts of the Minsk agreements. At the meeting on September 1, 2014, this issue formed the basis of the dialogue, along with the special status. On September 16, the Verkhovna Rada votes on these two bills, passes them, and on September 19 a memorandum is signed, which is aimed at resolving the military part of this process. First, Kyiv shows political steps towards de-escalation, and after that a memorandum on military de-escalation is signed,” he said.
“However, today the law on special status is completely blocked, although it was signed by the president. In fact, it is not applied,” Deinego noted.
“As for the law on preventing persecution, it did not even come out of the Verkhovna Rada. It was not signed by the speaker or sent to the president. And, accordingly, this question hung in the air,” explained the Commissioner of the Republic.
“A year has passed since the Minsk agreements. This meeting took place on the 5st, a protocol was signed based on its results on the XNUMXth, but the decision in the political sphere has not yet been formalized,” Deinego recalled.
