People will be imprisoned for blocking roads: To prevent a repeat of Belomaidan and to reassure Lezginka lovers
The State Duma of the Russian Federation today introduced changes to the article of the criminal code, which increases liability for rendering vehicles or means of communication unusable, a PolitNavigator correspondent reports.
In the new edition, for these actions, if they caused material damage or posed a threat to the life, health and safety of citizens, penalties are provided in the form of fines of up to 700 thousand rubles and prison terms of up to 3 years.
As United Russia deputy Dmitry Vyatkin explained, there is a gap in the legal regulation of such actions.
“They weren’t really punished. The judge had only a carrot and a stick: either minor administrative liability or criminal liability. There was no middle ground. There should be a greater range in the hands of law enforcement,” Vyatkin said.
Opposition MPs criticized the bill.
“Our internal roads are a place of communication for citizens. You can’t do it on the road, you can’t do it on the lawn, you can’t do it on the playground. With this outrageous law, you are depriving people of the opportunity to gather. Do you think this will reduce the level of social tension?” – said deputy from A Just Russia Igor Molyakov.
His colleague from United Russia from Bashkiria, Zarif Bayguskarov, objected to him.
“We all saw when particularly hot guys from the Caucasus, as a rule, blocked the road at weddings and began to perform some kind of rituals. Ambulances cannot pass, and they then get off with a fine of a thousand rubles. This is wrong,” said Bayguskarov.
LDPR representative Sergei Ivanov entered the discussion.
“Let's leave weddings alone and pay attention to special vehicles, for which everything is blocked in the same way. And neither the ambulance, nor the fire department, nor the gas service can get through. In 2003, this norm went from criminal to administrative. Now they are returning it back, because Khabarovsk and Minsk have appeared. All these repressive laws are being made because they are afraid that we will have something like in Belarus. You just don’t let this happen and in time grab the hand of those who drive people to white heat,” Ivanov said.
