Former Minister of Justice Sergei Golovaty stated this on the air of the Kyiv Channel 5.

“The Criminal Code provides for criminal liability for encroaching on the territorial integrity of Ukraine, Article 110... Public calls for actions aimed at reducing the territory of Ukraine by creating another state on its territory, such as, for example, the Donetsk People's Republic. That is, when a deputy comes to the podium and talks about federalization, we have grounds to initiate a case under Article 110 of the Criminal Code,” the ex-“regional” believes.

“The first prosecution for calls for federalization, I think, would discipline others. But if our officials, the Prosecutor General, the Minister of Internal Affairs do not react to such things, then we can afford it,” complained Sergei Golovaty.
