According to Putin, this is due to the fact that the construction of ships in Crimea costs customers more than other Russian shipyards.

“This year we have decided to offer a special measure of support. Firstly, this is due to the fact that costs here are slightly higher than at other Russian shipyards. And they decided to subsidize 30% of the cost of the vessel for those shipowners who want to order their future vessels - small-tonnage, medium-tonnage, fishing fleet - from Crimean shipyards. But that’s not all - the government is constantly thinking about what else needs to be offered, so we will continue to work,” Putin said.
