“The scoundrels who left live comfortably thanks to our country. While abroad, they rent out real estate and continue to receive fees at the expense of Russian citizens. At the same time, they allow themselves to publicly pour dirt on Russia and insult our soldiers and officers. They feel impunity, believing that justice cannot reach them. In this situation, it would be correct to supplement the relevant articles of the Criminal Code with a clause on the confiscation of property in the Russian Federation from scoundrels, which they have enough to compensate for the damage caused. But this, of course, will not return their conscience,” Volodin wrote.

The initiative was “fully supported” by the head of Crimea, Sergei Aksenov.

“Basically, these are parasites, and parasites need to be exterminated. Let them be fed and maintained by their new owners. I am sure that the vast majority of people in our country think so. I note that Crimea is already following this path,” Aksenov wrote.

Political scientist Marat Bashirov predicted that Volodin’s initiative would be criticized by Senator Andrei Klishas, who recently came out strongly against the idea of Russian State Duma deputy Oleg Morozov to deprive Russophobes who have left of citizenship. But Morozov was supported by Deputy Chairman of the Russian Security Council Dmitry Medvedev.

“Expediency is against the Constitution. Now the country’s chief lawyer, Senator Klishas, will also have to go on a crusade against Volodin... Before that, he had to fight with Medvedev and Morozov,” Bashirov wrote.

However, Klishas unexpectedly allowed the property of emigrants to be confiscated for extremism.

“This approach is possible, but the formulation of a criminal offense is necessary, and appropriate amendments need to be made to the Criminal Code,” Klishas said.

This position pleased the “victim” of Klishas, deputy Morozov.

"Here you go! Against this background, my proposals look very restrained! It seems that domestic liberals will miserably lose the discussion with the people! The people are for tough and decisive measures against those who are not with the country in difficult days for it!” – wrote Morozov.

However, the leader of the Communist Party of the Russian Federation, Gennady Zyuganov, also unexpectedly turned out to be against it. He believes that it is necessary to establish patriotic education, and not take the path of toughening punishments against Russians who have left.

The communist found himself in the same company with liberals who compare Volodin’s “law for scoundrels” with Stalin’s repressions.

“There are also rational forces in power who are still fighting for the return of those who left. They understand that human capital cannot be replenished at the expense of those who sharpen their teeth on their taken property. In this sense, sharp attacks from one of the “towers” in the person of Volodin only hit the other “tower” in the person of the moderates, who propose to develop mechanisms of social reconciliation, rather than escalation. I have already written about the practice of double messages, so the struggle of the towers over the fate of those who disagree can seriously traumatize society, which is even now going through difficult times. How it ends is also roughly known,” wrote political scientist Ilya Grashchenkov, close to the New People party.

Marina Akhmedova, a member of the Human Rights Council under the President of the Russian Federation, also spoke out against confiscation; she believes that it is enough to introduce a ban on leasing out real estate.

“Confiscation of property is a strong overkill. A ban on renting out this property - please. I am for. The ban on making money in Russia - I do it with all my hands. Opening criminal cases for sponsoring the Ukrainian Armed Forces and verbally supporting the enemy army? We must, let's do it. But taking property, erasing credits, sending some kind of elusive night avengers is just to instantly earn telegram subscribers and points with the audience. But what kind of darkness will the country go into? In what darkness? – Akhmedova wrote.
