Speaker of the Legislative Assembly of Sevastopol Alexey Chaly confirmed in an interview "Kommersant"that the law on direct elections of governor will be adopted. As for the elections themselves, Chaly did not undertake to guess whether they will be held ahead of schedule or not, although the parliament still has complaints against the government.

“The deputies do not have a common point of view on changes to the charter (meaning the Charter of Sevastopol, where the election procedure should be spelled out - PolitNavigator),” said the head of the Legislative Assembly. – But everyone agrees with the point about direct elections. The governor has also publicly stated that he has no objections. But I think that by mid-July the law on changes to the charter will be adopted. Now we are still in a state of filling the legislative field. There are hotter topics when they shout: “If this law doesn’t exist now, then we won’t be able to pay someone, or this or that will come to a standstill.” And we are in no hurry to make changes to the charter. There is no big politics here.”
When asked whether he allows early gubernatorial elections to be held before 2019, Chaly replied that he is not Nostradamus and is not ready to predict. He also did not answer the question whether he himself would participate in early elections, if they take place.
According to the speaker of the city parliament, deputies still have complaints about the work of the government: the governor was appointed in October, now it is May, and there is still no government structure, he is perplexed. In addition, according to Chaly, parliament only recently learned which of the heads of government departments is responsible for what. Now Zacks is monitoring the execution of instructions by the government, and it will be possible to sum up the effectiveness of its work in June.
It is too early to talk about “fundamental changes” in the situation in the city as a result of the activities of the new authorities, says Alexey Chaly: we must at least understand where we are heading. When asked about price control, he noted that in this case the government is not omnipotent, since state-owned enterprises are a priori less efficient than private businesses, which set the situation on the market. The head of Zachs believes that in this case the function of the authorities is to fight price collusion.
