Currently, there is an intergovernmental agreement between Ukraine and Russia on the completion of two units at the Khmelnitsky NPP using a loan from Rosatom. However, in the summer of this year, Yatsenyuk announced his intention to abandon cooperation with the Russian Federation and set NNEGC Energoatom the task of organizing the completion of power units with European companies.
Before the start of the energy crisis this winter, associated with a shortage of coal, Ukrainian consumers did not experience a shortage of electricity. Opinions were expressed about the inexpediency of completing the construction of nuclear power plant units.
Taking into account the refusal of developed EU economies, primarily Germany, from using nuclear energy and the intention to close existing nuclear power plants by 2020, the construction of two units at the Ukrainian nuclear power plant may pursue the goal of organizing the supply of cheap electricity to Germany and other EU countries.
