Sevastopol, December 02 (PolitNavigator, Alexander Kononov) - The day before, deputies of the Legislative Assembly of Sevastopol adopted the law on local self-government in the first reading.

Deputy Governor Alexander Svechnikov, who presented the law to the deputies, admitted that “it is still far from perfect, which is why we ask to adopt it in the first reading.” This, he said, will give commissions and committees the opportunity to get to know him better.
At the same time, he explained that the federal status of the city of Sevastopol provides “federal law with the opportunity to delegate certain issues of local government and adopt them by this normative act. We tried to comply here with all the requirements of the Constitution, namely Article 132, which determines that local governments independently manage municipal property, form and determine local taxes and fees, protect public order, and also resolve other issues of local importance,” Svechnikov said .
However, the deputies did not like everything in the bill.
So, according to Tatyana Lobach, “if we voice all the questions that exist regarding this bill, then I think that today there will not be enough time, because there are small examples - previously adopted legislative acts established equal rights for municipalities. With just one article 27 you are already infringing on us - some municipalities are better, others are worse. It was clearly stated in previously adopted legislative acts that we would have a head of administration on a contract basis, but now we are cutting back on this. The third issue is our ownership, use and disposal of movable property. In our municipalities we only have movable property, but no real estate. The list of these issues can be voiced longer, but in order for us to move forward, I propose to adopt this bill in the first reading, and then eliminate all amendments from the legal department. And as I understand it, our municipalities have the initiative – let them also make their own amendments.”
